...explaining the Warminster Town Council organisation

Our main committee is Full Council made up of all twelve members chaired by the Mayor.  The Mayor for the municipal year 2011-2012 is Councillor Pip Ridout. Councillors are summoned to six meetings a year as statutory duty. The other committees are formed to establish a method of decision making made which is the Councillors main role. Warminster has six committees.

 

 

The Finance & Assets committee manages the Town Council’s budgets to ensure all expenditure is authorised where necessary and income is collected. The committee manages the assets of the town which it owns such as Dewey House, Warminster Civic Centre, a small number of bus shelters, 22 seats and benches, The Obelisk, War Memorial, Minster and Boreham closed churchyards and Ashley Place amenity space. In addition the Council maintains, whilst renting the National Trust Field on Boreham Road known as Yeates Meadow.

The Planning Advisory Committee meets every three weeks or when necessary to consider all planning applications in the town. Comments are sent to Wiltshire Council as part of their consultation procedure. The aim is to use Planning Law, Policy and Periodic Planning Guidance notes to preserve and enhance the town's character, whilst encouraging its commercial and social vitality.

The HR Committee is responsible for all staffing matters for the whole Council group and includes all training and development matters including elected members. The Committee will also be responsible for all Health & Safety issues and the relevant required risk assessments.

Membership is the Chair of Council and Chairs of all full committees. These meetings are not open to the public.

 

The Town Development Committee co-ordinates all Transport, Highways and Environmental issues in the Town. These include play areas, lighting, road maintenance, new Highway projects and speed limits. In addition the Parish Steward programme rural footpaths, byways and all other rights of way and flooding.

The policy and communications committee promotes the Council in its activities organised either internally or through any recognised organisation and is responsible for any public relations work through the use of the media including local radio and newspapers. In addition the committee is responsible for the publication of the regular newsletter “engage”.

This committee reviews the policies and practices of running a CCTV operation along with many partnerships; these involve the local police, Army, Local Business, Representatives from Westbury Town Council and the Westbury Trading Estate, Chamber of Commerce and Warminster & Villages Community Partnership.
